The position of Planning Technician provides entry-level paraprofessional work in the Department of Community Development. The Planning Technician divides his/her time between the conduct of routine administrative tasks and technical research and analysis at an entry level of complexity. The Planning Technician often works closely with the public on a regular basis to provide customer service to understand planning and zoning processes.  Work is performed under the direct supervision of the Community Development Director. 

Essential Functions:

1.   Reviews building plans and zoning permit applications to assure compliance with requirements such as use, bulk, placement, and parking ratios under the guidance of the Environmental Planning Specialist or Community Development Director

2.    Prepares narrative staff reports and recommendations on projects of limited complexity, such as special use permits and variances under the guidance of the Environmental Planning Specialist or Community Development Director

3.   Provides technical assistance and information to staff and the public in the administration of specific planning programs areas or ordinances

4.    Prepares public notices or property owner verifications

5.     Develops and maintains automated tracking systems, hard copy files, and records

6.      Researches and compiles information on a variety of planning issues from multiple sources

7.      Prepares maps, charts, tables of limited complexity under the guidance of the Environmental Planning Specialist or Community Development Director

8.      Conducts field surveys of proposed construction/improvements to existing properties in preparation for zoning and planning hearings under the guidance of the Environmental Planning Specialist or Community Development Director

9.      Attends public meetings; assisting other planning staff as appropriate

10.  Performs routine office tasks in designated program areas, including data entry, file management, drafting of agendas and meeting minutes, and copying

11.  Perform other such duties as may be assigned and as are consistent with this position

Critical Skills, Experience and Knowledge:

1.      Knowledge of planning principles and practices, including pertinent specialties

2.      Knowledge of principles and practices of research and data collection

3.      Knowledge of effective writing techniques

4.      Statistical, algebraic or geometric knowledge and ability to apply such knowledge in practical situations

5.     Knowledge of computer hardware and software programs, which may include Microsoft Office suite (especially Word, PowerPoint and Excel), Internet applications, and GIS

6.      Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions

7.      Oral communication and interpersonal skills to explain rules and procedures clearly to the public and applicants

8.      Problem-solving skills to gather relevant information to solve vaguely defined practical problems

9.      Ability to work on several projects or issues simultaneously

10.  Ability to work independently or in a team environment as needed

Minimum Required Qualifications:

1.      Two years of post-secondary education or an associate's degree in urban planning, landscape architecture, engineering, surveying, or related field.

2.      One or two years of administrative/clerical experience in a planning, zoning, or building code issuance environment.

3.      Valid Rhode Island Driver’s License, with no offenses which would prohibit or restrict insurability

4.      A Bachelor’s degree is preferred and may substitute for two years of experience
